(2) Facility expansion, or construction of a limited addition to an existing structure, or facility, and new construction or reconstruction of a small facility on a previously developed site. The exclusion applies only if: (i) The structure and proposed use comply with local planning and zoning and any applicable State or Federal requirements; and (ii) The site and the scale of construction are consistent with those of existing adjacent or nearby buildings.
