(5) Update and implementation of Integrated Natural Resources Management Plans (INRMPs) and Integrated Cultural Resources Management Plans (ICRMPs), where plan update and implementation activities are similar in type, scope, and degree to those currently allowed and result in no new adverse effects on the environment (REC required).
