h. Business Loans and guarantees (including EOL loans, HAL, Energy, and disaster loans for economic injury). In those cases where loan proceeds for: (1) Construction and/or purchase of land exceeds $300,000 or (2) the loan is in response to a government regulation which pertains to the environmental impact of the business operation. An environmental assessment may be required.
