Approval of conveyances, exchanges, and other transfers of land or interests in land between Department of Hawaiian Homelands, and an agency of the State of Hawaii, or a Federal agency, where no change in the land use is planned. This activity is a single, independent action not associated with larger, existing, or proposed complexes or facilities.
