B-2.5. Categorical Exclusions for Procedural Actions. This category includes the list of CATEXs for FAA actions involving establishment, modification, or application of airspace and air traffic procedures. An action included within this list of categorically excluded actions is not automatically exempted from environmental review under NEPA. The responsible FAA official must also review Paragraph B-1, Extraordinary Circumstances, before finalizing a decision to categorically exclude a proposed action.

(r) Any navigation performance or other performance based navigation procedure that, in the determination of the Administrator, would result in measurable reductions in fuel consumption, carbon dioxide emissions, and noise, on a per flight basis, as compared to aircraft operations that follow existing instrument flight rules procedures in the same airspace. This CATEX may be used irrespective of the altitude of such procedures. (ATO)
