B4 Provision of on-site technical assistance to non-DHS organizations to prepare plans, studies, or evaluations. Examples include but are not limited to: (a) General technical assistance to assist with development and enhancement of Weapons of Mass Destruction (WMD) response plans, exercise scenario development and evaluation, facilitation of working groups, etc. (b) State strategy technical assistance to assist States in completing needs and threat assessments and in developing their domestic preparedness strategy.
