(USDA-01c-OSEC) Policy development, planning and implementation which relate to routine activities, such as personnel, organizational changes, or similar administrative functions. Examples include, but are not limited to: (i) Issuing minor technical corrections to regulations, handbooks, and internal guidance, as well as amendments to them; (ii) Personnel actions, reduction-in-force, or employee transfers; and (iii) Procurement actions for goods and services conducted in accordance with applicable laws, regulations, and executive orders.
